Human Rights and Public Security: The Unbearable Dissociation

The Brazilian State continues to promote a conception of public security that is dissociated from human rights. Legislative developments that have attempted to break with this paradigm have not produced satisfactory practical outcomes. Critical Human Rights Theory seeks to bridge this gap by advocating for joint action between the State and society in order to give concrete effect to the principles enshrined in national legislation and to promote a new understanding in which such rights are moved beyond rhetoric and effectively implemented.
