Urban Law and Urbanism: Key Differences from a Luso-Brazilian Perspective on Territorial Planning Public Policies

This article derives from part of the author’s master’s thesis. It presents a synthesis of the initial chapter of her dissertation and aims to foster reflection on public policies for territorial planning from the perspectives of Urban Law and Urbanism. The central theme encompasses various approaches to public policies in the field of urban development, using as a reference the definitions, concepts, and interrelations of these disciplines within territorial planning, in light of the Brazilian and Portuguese Constitutions. Accordingly, the article revisits the origins of Urbanism as a driving force for orderly urban development and primarily examines the key differences between Urban Law, Urbanism, and territorial planning, from a Luso-Brazilian perspective on urban public policy and planning.
