Access to Public Service through Racial Quotas: A Matter of Equality, Merit, or Opportunity?

This article addresses the issue of reserving positions in public service for Black individuals, for entry into the federal public administration, in accordance with Law No. 12,990/2014. It examines the similarities between this system and the quota system applied to access to public higher education, and evaluates the extent to which such policies may benefit or adversely affect the Black population in Brazil.
